Both, however, are waiting for preferences to be distributed before claiming victory.
Elsewhere, Robert Mustow is Mayor of Richmond Valley, after rival Daniel Simpson formally withdrew last night.
Mustow joins Byron Shire Mayor Simon Richrdson, who claimed victory on Saturday night.
