Victims of Steve “Skip” Larkins have given harrowing evidence during day one of Sydney hearings of the Royal Commission into Institutional Responses to Child Sexual Abuse

Larkins, who previously worked as the head of Hunter Aboriginal Children’s Services (HACS), and as a Scout leader, is currently behind bars for child pornography offences – and has also received a three-year good behaviour bond after pleading guilty to committing indecent acts against two boys aged 11 and 12 in the 1990s.

Today the six commissioners overseeing the inquiry listened as one victim described feeling “dirty, belittled and confused” when he was sexually assaulted as a 12-year-old.

The Commission also heard from a former cub leader who claims he reported suspicions about Larkins, but Scouts Australia was more concerned with protecting the name of Scouts than with children.

Among his concerns were reports that Larkins had been naked in a shower with boys at a Scout camp.

It was also revealed that Larkins evaded a vetting process, and was able to run HACS, a foster care service for indigenous children, up to 2011, even though Scouts Australia had received child sex abuse complaints about him in the 1990s.

This part of the Royal Commission is looking at how organisations dealt with complaints about Larkins.
