BHP Billiton has been fined more than $58,000, for a blasting mishap at its Mount Arthur Coal Mine in February last year.
The blast sent fumes over an industrial estate south of Muswellbrook, causing temporary health impacts to some workers.
The EPA says water in the blast holes and changes in wind direction caused the incident.
The fine will go towards an air quality program at Muswellbrook Council.
