The Awabakal Land Council has its sights set on its first water claim, the entrance to Newcastle Harbour.
The area stretches out 2 kilometres from the mouth of the busiest coal port in the world, with the council wanting a slice of the massive revenue that Newcastle port produces in mining royalties.
