Kempsey Shire Council was the MOST complained about in the state for the 2017-to-18 financial year.
Once again, misconduct allegations have topped the annual list of complaints by residents and ratepayers.
A total of 823 written grievances were received by the Office of Local Government – up by 12, compared to the year before.
Kempsey Shire Council had the MOST with 35 complaints, followed closely by Central Coast Council and Blue Mountains City Council.
