Kempsey Shire Council hasn’t ruled out a special rate rise – as it grapples with the prospect of year-on-year deficits for a decade.
It’s currently forecasted to be $3 million in the red next financial year – though its draft budget is yet to factor in the devastating impact of March’s floods.
