Guyra Shire Council is the latest to formalise its position on the Fit for the Future reforms.
Along with six others across the North West, it was labelled unfit.
Guyra insists it can stand alone, but if it’s forced to merge with Armidale, it believes Uralla and Walcha councils should as well.
The state government is expected to finalise any changes by Christmas.
