Cannabis, with an estimated street value of $700, was seized at the Emerald Beach Reserve north of Coffs Harbour overnight.
Police say officers were responding to a noise complaint just before midnight, when they found a group of men in the park and a bag containing 44-grams of the drug in a car.
Two men aged 40 and 47 from Coramba and Lightning Ridge were arrested, but have since been released without charge.
Police are calling for witnesses to establish evidence of possession.
