The state Planning Assessment Commission has approved a major residential development at Minmi.
The Coal and Allied proposal for land around the old mining town will see more than 3,000 new houses, a primary school and open space.
The value of the development has been estimated at $296-million.
Approval conditions include the preservation of heritage features around the town.
