Gloucester and Dungog councils are calling on the Baird Government to provide more concrete evidence on why the two should merge.
It follows concerns both councils will be worse off under a forced amalgamation.
Gloucester Mayor John Rosenbaum says the numbers, so far, don’t add up.
“We would hope that a business case study will be presented to us when or before hopefully they make a decision, Gloucester Mayor John Rosenbaum said.
A community meeting on the proposal will be held in Gloucester next week.
