Meantime, the decision to adopt the Draft Richmond Tweed River Library agreement with the Tweed has been postponed after hesitation from Ballina and Byron councils.
The move would see library administration amalgamated and run by Lismore Council.
Councillors have voted to wait for a report on the implications of the agreement falling through before making a decision.
