The Forster Main Beach Masterplan is progressing, with new amenities expected to open by December.
Stage one of the project includes new toilets, showers and change rooms.
The Ocean Baths remain open to the public, although some surrounding areas are fenced off as construction continues.
The first stage of the project is set to be complete in time for the Christmas holidays, before the barbecue area is demolished in February.
